Description: A bill to amend title I of the Omnibus Crime Control and Safe Streets Act of 1968 to require as a condition of eligibility to receive funds under parts D and E that States certify that individuals who are convicted of first degree murder and sentenced to imprisonment for life without possibility of parole are not granted any unescorted release from imprisonment.
